CITY OF SAN FERNANDO, Pampanga — The Police Regional Office 3 (PRO-3) closed 2025 with significant gains in public safety as it recorded strong results in its campaigns against illegal drugs, criminal gangs and wanted persons across Central Luzon.
Based on the reports from Jan. 1 to Dec. 31, 2025, PRO-3 logged 10,725 operational accomplishments in its intensified anti-illegal drugs campaign with a total of P1.13 billion worth of seized illegal drugs of various variants.
The anti-illegal drugs operations also led to the arrest of 788 high-value individuals and 9,937 street-level individuals, demonstrating a balanced approach that prioritizes key drug personalities while sustaining enforcement at the community level.
Anti-illegal drugs operations remained a primary focus throughout the year, with 7,329 operations conducted and 10,903 drug personalities arrested.
PRO-3 seized more than 164 kilograms of shabu, 48 kilograms of dried marijuana leaves, 13,745 marijuana plants and over 2.5 kilograms of kush marijuana with a total estimated value of P1.13 billion.
Police said the seizures significantly disrupted drug supply networks.
Efforts against organized crime also yielded notable results.
Police arrested 47 criminal gang members, while eight others voluntarily surrendered, limiting the mobility and operational capacity of organized criminal groups.
Through cyber-patrolling, intelligence validation, and sustained manhunt operations, PRO-3 units also apprehended 19 regional level most wanted persons, three provincial level, seven municipal level and 19 other wanted individuals, reinforcing accountability and strengthening public confidence in law enforcement.
Firearms control operations likewise contributed to public safety in the region, with 1,470 assorted firearms confiscated and 1,390 violators arrested. An additional 2,589 firearms were voluntarily surrendered or placed under police safekeeping, reducing the circulation of loose firearms across the region.
These sustained law enforcement efforts translated into tangible improvements in peace and order.
Total crime incidents declined from 36,444 to 35,706, while index crimes dropped from 3,713 to 3,228. At the same time, crime solution efficiency for focus crimes improved from 67.01 percent to 70.42 percent, reflecting stronger investigative capability and faster case resolution.
PRO-3 Regional Director Ponce Rogelio Peñones Jr. said the gains reflect disciplined police work anchored on clear priorities and strong community partnership.
“These accomplishments show that when police operations are intelligence-driven, disciplined, and supported by the community, we achieve real results. Our focus remains clear — to protect the people, pursue peace and order, and promote professionalism in everything we do,” Peñones said.
He added that the results support the PNP focused agenda of acting PNP chief LtGen. Jose Melencio Nartatez Jr., particularly in strengthening police operations, accountability and community engagement.
Peñones also said that the year-end performance underscores PRO-3’s sustained commitment to the 3Ps — Protect the people, Pursue peace and order, and Promote professionalism — as the region continues to build safer communities through lawful, transparent and people-centered policing.
